Labour ComplianceThe Government of Jammu and Kashmir, on June 19, 2026, issued the Draft Jammu and Kashmir Code on Wages (Rules), 2026.

The following has been stated:-

•They extend across the entire territorial jurisdiction of Jammu and Kashmir. The initial chapter establishes a foundational legal framework by defining essential terms used throughout the document, such as "Code," which specifically refers to the central Code on Wages, 2019. 

•It defines the specific "authority" and "Appellate authority" appointed by the Hon'ble Lieutenant Governor to handle claims and legal appeals. 

•Additionally, it clarifies family parameters for employees, explicitly defining a "family" to include a spouse, dependent minor or legitimate adopted children, unmarried daughters, and fully dependent parents or in-laws. 

•The chapter further outlines administrative structures by defining the "Board" as the Jammu and Kashmir Advisory Board and characterizing the roles of committees. 

•Crucially, it categorizes worker types into four distinct occupational skill levels: unskilled, semi-skilled, skilled, and highly skilled occupations based on the training and judgment required. 

•Finally, it outlines the precise geographical divisions by separating the territory into Municipal Corporation areas, Municipal Committee/Council areas, and rural areas for targeted wage application.

Objections and suggestions, if any, may be submitted within 45 days from July 01, 2026.
